If your provider doesn't provide some sort of means to do this through a control panel, then they'll need to provide you a way to boot into some sort of rescuecd or livecd. At that point, you can repartition and resize filesystems using a utility such as parted.

Lastly, you could always create a support ticket. :-)

It appears it's highly provider dependent so I'd recommend contacting your host's support department. If your provider went the extra step with SolusVM, you can set the HVM instance to boot from "cdrom", where they provide a rescue distro or disk. You can then manage the boot process and partition resize through the SolusVM console.

Copied from the ThrustVPS wiki (perform at own risk):
"Rescue Environment: We provide a copy of Damn Small Linux to allow you to boot up and rescue your VPS environment."

"Reloading an HVM VPS: For our HVM guests we use a cdrom based install mechanism so like a real server certain things have to be done if reloading. Firstly Login to SolusVM and set the VPS to boot from the CD-Rom as the primary device. Power the machine off then back on (a reboot is not enough). Connect to the console so you can watch the installation or do it manually. Once the installation is completed power the VPS down. Set the boot order to be HDD first. Boot the server and your OS should load."
